Instantaneous Power Function.
This function is designed to calculate the instantaneous power at a
specified time t given the magnitudes of P and Q.
\[P_{inst} = P+P*cos(2*\omega*t)-Q*sin(2*\omega*t)\]

Magnitude of Real Power
- Q : float
Magnitude of Reactive Power
- t : float
Time at which to evaluate
- freq : float, optional
System frequency (in Hz), default=60
- Returns:
float
